DAU recognized that acquisition personnel needed a deeper, more tactical understanding of how data rights and contract requirements affect long-term operational readiness and cost-effectiveness. Many learners were unclear on how to select, justify, and balance Data Item Descriptions (DIDs) to ensure that complex defense systems meet availability goals throughout their lifecycle.
Solution(s)
CTEC developed CLCL 018 as a credential-based, episodic learning experience that blends interactive tools, live-action videos, and game-like metaphors—such as dragon battles and data challenges—to immerse learners in the world of contract data requirements. Learners engage with an AI assistant (CLEA), navigate animated and real-world scenarios, and make pivotal contract decisions that impact system availability, acquisition cost, and total ownership cost. The course features tools like the "DID Determinator" and scenario-driven feedback loops, ensuring users not only learn to select the right DIDs but understand the strategic implications of each choice. By the end, participants have mastered the critical balance of data, rights, and risk in defense acquisition.
