The Blue Lightning Initiative is a joint effort between the U.S. Department of Homeland Security, the U.S. Department of Transportation, and U.S. Customs and Border Protection. The initiative trains aviation personnel and the public to recognize and report human trafficking through targeted, scenario-based education.
Challenge(s)
DHS sought to expand the reach and impact of its anti-human trafficking training through accessible, video-based courses tailored for two distinct audiences: the general public and aviation industry personnel. The goal was to translate complex legal and behavioral indicators into relatable, real-world examples that viewers could easily absorb and act upon.
Solution(s)
CTEC produced two scenario-driven cinematic video courses to meet DHS’s mission. With professional actors and high production values, the videos equipped viewers to act decisively and responsibly in the face of suspected trafficking.
The first course, General Public Indicator (GPI), is a modular learning asset that walks viewers through realistic vignettes designed to raise awareness of labor trafficking. One featured scenario—a residential construction site—illustrates red flags such as inappropriate attire, visible injuries, and signs of psychological control. These scenes are guided by a consistent narrator and designed to train users to recognize indicators like excessive work hours or workers living on-site, forming part of a broader public- facing education strategy.
The second course, the Blue Lightning Initiative Domestic Training Video, targets aviation industry professionals. Delivered as a 25-minute, four-lesson video, the course covers the basics of human trafficking, common indicators, proper reporting protocols, and a scenario-based challenge. Designed to fulfill federal training requirements, it empowers aviation employees to detect and report potential trafficking in transit hubs, where quick recognition can be critical.
Both products emphasize clarity, realism, and immediate applicability.
